The Project will build market readiness for an evidence-based, cost-effective building performance standard (BPS) for New Jersey’s existing buildings.
To advance the development and implementation of evidence-based, effective BPS for existing buildings in New Jersey this project will:
- Design and launch a Lead By Example (LBE) Pilot and the training needed to implement BPS
- Perform research to inform the design of a BPS for NJ
- Develop a replicable playbook that jurisdictions beyond NJ can follow.
- Assure the stakeholder engagement necessary to facilitate adoption of BPS
This project, funded by the U.S. DOE as part of its Resilient and Efficient Codes Implementation (RECI) work, will undertake various work to develop and prepare the New Jersey market for an evidence-based, cost-effective BPS, Building and macroeconomic modeling will be performed to identify policy designs that are feasible and impactful in NJ. The Lead By Example Pilot will seek public sector (e.g., schools, municipal) buildings to determine barriers to implementation of performance-based improvements and make recommendations for ongoing performance-based training, technical assistance, and incentive programs.
Stakeholder engagement includes coordination with national and regional projects, including the National Energy Codes Collaborative and work with a Project Advisory Committee (PAC) and other partners also representing multifamily housing, construction and trades, workforce and economic development to seek and incorporate input on the Project. Likely implementation options will be pursued including the skills, resources, and capacity needed to successfully implement BPS in NJ and replicate success.
