High Transmission Data Center

This study examines the impact of data center growth on electricity costs in New Jersey. It is conducted in response to NJ law P.L. 2025, c.098 (A5466 1R), which directed the New Jersey Board of Public Utilities (BPU) to examine how data centers effect electricity costs. Rutgers’ Center for Urban Policy Research (CUPR) and the National Lab of the Rockies are conducting the study to determine whether other customers are paying any of the cost of serving data centers, and how much data center demand contributes to residential electricity rates. The analysis traces how PJM energy, capacity and transmission costs flow into residential rates for NJ and looks for evidence that the cost of serving data centers has been spread across the wider customer base in the past. The study also uses a capacity expansion model to estimate electricity system costs in New Jersey and across PJM under different data center growth scenarios and assesses policy options that could limit costs for other ratepayers.
